Xinjiang aims to become strategic energy base

Northwestern China's Xinjiang Uygur autonomous region aims to build itself into the country's onshore strategic energy base, according to a plan drafted by the local Development and Reform Commission. 

By further carrying out differentiated industry policies, Xinjiang will step up efforts to build the resource-rich region into a large-scale oil and gas production and processing base, coal-based power and chemical base and wind power base.

The local government will accelerate the construction of the second phase of the China-Kazakhstan oil pipeline and gradually increase its crude oil import scale, according to the draft plan.

It will also speed up the construction of a number of West-to-East gas transmission lines to increase gas imports from central Asian, and quicken the development of Sinopec’s coal-to-gas pipeline to Guangdong and Zhejiang provinces.

By the end of 2015, the region will have an annual energy delivery capacity of 50 million tonnes of crude oil, 100 billion cubic meters of gas and 30 GW of power, the draft said.

Xinjiang will raise its import quota of crude oil and natural gas, encourage companies to participate in overseas energy exploration and increase local downstream projects in the resource sector.

Besides, it will push forward the construction of the nation’s 14th large-scale coal production base by focusing on development of coal, power and coal chemical industries.
