China plans to cut on-grid wind power tariff, report

The price bureau of the National Development and Reform Commission (NDRC) has recently proposed a draft to lower on-grid wind power tariff, with public opinion currently being solicited, the 21st Century Business Herald reported.

Under the draft, China plans to adjust down the benchmark on-grid wind power tariff in resource-rich and other areas by 0.04 yuan/kWh and 0.02 yuan/kWh, respectively, for wind power projects to be commissioned from July 2015.

Wind farms already in operation or commencing operation before June 30 next year would continue to adopt previous standards.

This is the third time the NDRC has mulled over a cut in on-grid wind power tariff since the "benchmark pricing" started to implement in July 2009, and the tariff cut is greater than that proposed in the past two years.

The biggest fall would be 11.5% in some areas of Jilin and Heilongjiang provinces. According to the draft, the two provinces would adopt the same tariff of 0.54 yuan/kWh, a change from previous resource-based standards.

Previously, the on-grid tariff was set at 0.58 yuan/kWh for resource-rich Baicheng and Songyuan in Jilin, and Jixi, Shuangyashan, Qitaihe, Suifen, Yichun and Daxinganling in Heilongjiang; and 0.61 yuan/kWh for other areas in Jilin and Heilongjiang.

Meanwhile, the tariff in Fujian, Yunnan and Shanxi would be lowered to 0.54 yuan/kWh, down 8.5% from 0.59 yuan/kWh.

It is learned this has been opposed by the country’s top five power groups and some local price bureaus.

Should the new draft get implemented, leading wind power producers would endure low profitability, while smaller ones may sink into the red, insiders said.
